Kararnamede, kuzey [Arnavutluk](https://turkipedia.org/tr/wiki/Arnavutluk), [Epir](https://turkipedia.org/tr/wiki/Epir) ve [Bosna](https://turkipedia.org/tr/wiki/Bosna-Hersek) halkının [Osmanlı İmparatorluğu](https://turkipedia.org/tr/wiki/Osmanl%C4%B1_%C4%B0mparatorlu%C4%9Fu)'nun toprak bütünlüğünü mümkün olan her şekilde [Bulgaristan](https://turkipedia.org/tr/wiki/Bulgaristan), [Sırbistan](https://turkipedia.org/tr/wiki/S%C4%B1rbistan) ve [Karadağ](https://turkipedia.org/tr/wiki/Karada%C4%9F) birliklerinden savunmaya istekli olduğu belirtilmiştir.
